Does VST.NET support OSX and Linux?

Do the plug-ins developed run on OSX and Linux?

I'm not 100% sure, but I think the basic answer is not currently. You could vote for it here:

I guess the question for me is, if anyone was to invest time in getting VST.Net to work on other platforms, would they do it for Xamarin (iOS/MacOS/Android)? Or, UWP?

Personally, I hope that one day, VST .Net is ported to all the major platforms. If you're a C++ programmer, or know someone who is, you should look at what would be involved with helping out on these ports.

No, the current version of VST.NET is Windows only. This has to do with the use of the C++ CLI extensions in the Interop assembly.

I have tried to create a VST3 compatible version that would also work on OSX and Linux with the use of Mono, but I ran into serious problems I was unable to resolve and I have abandoned that.
